Stuck on you

My friend J pointed out this "Jules" to me the other day as we were walking down the street. J (just to clarify, J isn't Jules) suggested it looked like glue, but now that I think about it I wonder if it isn't paint? The dribble trail leads all the way up the street to here, then continues on and fades away round that corner on the right. I dunno, that whole trail just seems more viscous than glue - I'll have to take a second look at it.
